WASTE DISCHARGE REQUIREMENTS ORDER NO. 5 <br />WILLIAM LONG, SCOTT LONG, AND <br />LONG RANCH, INC. <br />SAN JOAQUIN COUNTY <br /> <br />24. Rainfall for the 25-year/24 hour and the 100-year/24 hour storm events is 2.4 inches and is 3.0 <br />inches, respectively. The evaporation rate is 66.95 for a 25 year return period. <br /> <br />25. Land use in the area of the site is for mixed farming with orchards to the north and east. The <br />site is in the immediate area of the McMullin Ranch Gas Field with wells to the west and south. <br /> <br />26. The site is at an elevation of approximately 25 feet mean sea level. Surface water drainage is to <br />the Walthall Slough, tributary to the San Joaquin River. The site is between the San Joaquin <br />Delta Unit and the Manteca Hydrologic Area (Nos. 544 and 535.10, respectively), as depicted <br />on interagency hydrologic maps prepared by the Department of Water Resources in August <br />1986. <br /> <br />27. The Board adopted a Water Quality Control Plan, Fourth Edition, for the Sacramento River and <br />the San Joaquin River Basins (hereafter Basin Plan) which contains water quality objectives for <br />waters of the Basins. These requirements implement the Basin Plan. <br /> <br />28. The existing beneficial uses of the San Joaquin River are municipal and domestic supply, <br />agricultural irrigation and stock watering supply, industrial process and supply, contact and <br />non-contact recreation, warm and cold freshwater habitat, migration of cold and warm water <br />aquatic organisms, warm water aquatic spawning, wildlife habitat, navigation, and groundwater <br />recharge. <br /> <br />29. The beneficial uses of the underlying groundwater are domestic, industrial, and agricultural <br />supply. <br /> <br />30. The Regional Board prepared an Initial Study and has determined that the project would not <br />cause any significant environmental impacts. A Negative Declaration was adopted as required <br />by the California Environmental Quality Act (CEQA). <br /> <br />31. This discharge is exempt from the requirements of Consolidated Regulations for Treatment, <br />Storage, Processing, or Disposal of Solid Waste, as set forth in Title 27, California Code of <br />Regulations (CCR), Division 2, Subdivision 1, Section 20005, et seq., (hereinafter Title 27). <br />The exemption, pursuant to Section 20090(b), is based on the following: <br />The Board is issuing waste discharge requirements, <br />The discharge complies with the Basin Plan, and' <br />The wastewater does not need to be managed according to 22 CCR, Division 4.5, <br />Chapter 11, as a hazardous waste. <br /> <br />32. The Board has notified the Discharger and interested agencies and persons of its intent to <br />prescribe waste discharge requirements for this discharge and has provided them with an
