SANJOAQUIN <br />COUNTY— <br />Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />QUIK STOP MARKET #125 <br />1580 W MAIN ST, RIPON <br />June 02, 2021 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />209 <br />CCR 2715(c)(3), 2715(c)(4) Failure to maintain a copy of the "Facility Employee Training Certificate" on-site. <br />OBSERVATION: The Facility Employee Training Certificate dated 4/29/2021 did not have full (first and last) names <br />of the employees and did not have dates listed for "Date Assuming Responsibility as a Facility Employee". "Refresh" <br />was written instead of a date. <br />REGULATION GUIDANCE: All site employees must be trained prior to taking responsibility as a facility employee if <br />after October 1, 2018, or within 30 days of hire if prior to October 1, 2018. The Facility Employee Training <br />Certificate shall contain accurate information for all employees trained. <br />CORRECTIVE ACTION: Update the Facility Employee Training Certificate to contain the accurate information and <br />submit a copy of the updated form to the EHD. <br />This is a minor violation. <br />306 <br />HSC 25291(e) Failure to remove, analyze, and properly dispose of water in secondary containment (pre -Jul 2003). <br />OBSERVATION: Liquid was observed in the diesel fill sump. <br />REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br />must be removed and disposed of properly. <br />CORRECTIVE ACTION: The service technician removed approximately 6 gallons of liquid from the diesel fill sump. <br />Ensure that all sumps and annular spaces are maintained free of liquid. <br />This is a repeat violation, Class II. <br />308 <br />CCR 2632(c), 2634(d), 2636(f) Failure of the leak detection equipment to have an audible and visual alarm. <br />OBSERVATION: The float and chain in the 87 and diesel in the 3/4 UDC failed to stop the flow of product at the <br />dispenser when tested. <br />REGULATION GUIDANCE: All monitoring equipment shall be maintained to activate an audible and visual alarm or <br />stop the flow of product at the dispenser when it detects a leak. <br />CORRECTIVE ACTION: The service technician adjusted the float and chain and verified functionality. <br />This was corrected on site. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 7/2/2021. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign.
