BAKER & BRO., INC., BAY SULFUR, SAN <br />JOAQUIN COUNTY <br />On 30 March 2005, Regional Board staff (staff) performed an inspection (report attached) of the above <br />facilities. Based upon the findings of the inspection as well as a case file review, staff have determined <br />that the above facilities have impacted water quality. <br />As described in the attached inspection report, pH and electrical conductivity (EC) field readings were <br />collected at eleven locations. Low pH readings from 2.1 to 6.8 were documented, with the majority of <br />the readings being between 2.1 and 4.0. The elevated electrical conductivity analysis readings range <br />from 645 µmhos/cm to 18,000 µmhos/cm. The low pH and high electrical conductivity readings are <br />indicative of sulfur impacted water. The inspection report summarizes the locations and field reading <br />results. <br />In addition, staff have review the groundwater monitoring data collected by Metropolitan Stevedore <br />(MSC). In 1991, TRE Consulting, on behalf of MSC installed four ground water monitoring wells <br />(MW-1 through MW-4) in the immediate vicinity of MSC's leased land from the Port of Stockton (see <br />attached map). MSC collected baseline samples from these wells in 1991 prior to their start up and re- <br />sampled in June 2003. Sulfate concentrations in 1991 ranged from 87 mg/L (MW-1) to 440 mg/L (MW- <br />4) and in 2003 ranged from 597 mg/L (MW-1) to 1780 mg/L (MW-2). Samples collected in 2003 also <br />had elevated concentrations of EC ranging from 1743 p.mhos/cm to 3080 µmhos/cm, TDS ranging from <br />1310 mg/L to 2512 mg/L and sulfur ranging from 197 to 587 mg/L. These concentrations exceed water <br />quality objectives.
