Introduction <br />The Redevelopment Agency of the City of Stockton ("Agency") has prepared <br />a draft Redevelopment Plan for the Rough and Ready Island Redevelopment <br />Project ("Redevelopment Plan") to assist in the transition of the closed Rough <br />and Ready Island Navy facility to productive civilian uses. If adopted by the <br />City Council of the City of Stockton ("City Council") later this year, the <br />Redevelopment Plan would enable the Agency to employ redevelopment <br />tools within the Rough and Ready Island Redevelopment Project Area <br />("Project Area") for a 30-year period. The 1,433-acre Project Area consists <br />solely of the former Rough and Ready Island Naval facility located in western <br />Stockton. The naval facility was closed by federal action in 1996. <br />In order to adopt the proposed Redevelopment Plan, the Agency must <br />undertake the military base closure redevelopment plan adoption process set <br />forth in Section 33492 through 33492.29 of the California Community <br />Redevelopment Law, Health and Safety Code Section 33000, et seq. ("Law"). <br />The Law provides redevelopment agencies the authority to use <br />redevelopment to mitigate the economic and social impacts resulting from <br />former military bases closed or realigned by the federal action. In this vein, <br />the Law enables redevelopment agencies to redevelop military bases that <br />cannot be utilized due to substandard infrastructure and buildings that do not <br />meet current municipal building standards. <br />This Preliminary Report ("Report") has been prepared pursuant to Section <br />33344.5 of the Law, as modified by Section 33992.20. The primary purpose <br />of this Report is to provide information to affected taxing agencies and to <br />describe the purposes and impacts of the proposed Redevelopment Plan. <br />The "affecting taxing agencies" are governmental taxing agencies that levy <br />property taxes on properties within the Project Area. <br />Consistent with the requirements of Law, applicable to military base closure <br />redevelopment plans, this Report contains the following information: <br />Section A: Reasons for Selection of the Project Area <br />Section B: A Description of the Physical and Economic Conditions <br />Existing in the Project Area <br />ROSENOW SPEVACEK GROUP, INC.
