Introduction The Redevelopment Agency of the City of Stockton ("Agency") has prepared a draft Redevelopment Plan for the Rough and Ready Island Redevelopment Project ("Redevelopment Plan") to assist in the transition of the closed Rough and Ready Island Navy facility to productive civilian uses. If adopted by the City Council of the City of Stockton ("City Council") later this year, the Redevelopment Plan would enable the Agency to employ redevelopment tools within the Rough and Ready Island Redevelopment Project Area ("Project Area") for a 30-year period. The 1,433-acre Project Area consists solely of the former Rough and Ready Island Naval facility located in western Stockton. The naval facility was closed by federal action in 1996. In order to adopt the proposed Redevelopment Plan, the Agency must undertake the military base closure redevelopment plan adoption process set forth in Section 33492 through 33492.29 of the California Community Redevelopment Law, Health and Safety Code Section 33000, et seq. ("Law"). The Law provides redevelopment agencies the authority to use redevelopment to mitigate the economic and social impacts resulting from former military bases closed or realigned by the federal action. In this vein, the Law enables redevelopment agencies to redevelop military bases that cannot be utilized due to substandard infrastructure and buildings that do not meet current municipal building standards. This Preliminary Report ("Report") has been prepared pursuant to Section 33344.5 of the Law, as modified by Section 33992.20. The primary purpose of this Report is to provide information to affected taxing agencies and to describe the purposes and impacts of the proposed Redevelopment Plan. The "affecting taxing agencies" are governmental taxing agencies that levy property taxes on properties within the Project Area.
