In October 2003, the Port took over ownership of the entire naval facility and <br />intends to use the property ultimately for Port related operations. Presently, <br />the Port operates the entire Island with the exception of 60 acres to be <br />transferred to the Immigration and Naturalization Service. According to a <br />January 1996 draft, Historic and Archeological Resources Plan, 90% of the <br />World Ward II base still exists on the Island. About one third of the building <br />area on the base is being used by the federal General Services Agency <br />("GSA"), though GSA is expected to vacate the property in the foreseeable <br />future. Other activities include general warehousing, recreation, and general <br />cargo. <br />Project Area Setting <br />Overall, the Project Area consists of 143 structures (containing a total of 5 <br />million square feet of warehouse and 1 million square feet of transit shed <br />space), several miles of railroad track, and 6,000 linear feet of wharf with on- <br />dock rail. The land uses in the Project Area are as follows: <br />Administration: This includes administrative offices and security facilities. <br />Community Services: This includes a credit union and a cafeteria. <br />Recreation: Indoor recreation is located in a gymnasium building. <br />Outdoor recreation includes a nine hole-golf course. <br />Public Works: A 60,000 square foot building houses the public works <br />shops, railroad and vehicle equipment shops, and storage warehouses. <br />Storage/Supply Warehouses: Most of these structures are centrally <br />located on the Island. Approximately 6,600 linear feet of wharf occupies <br />the northern edge of the island. <br />Agricultural: Approximately 405 acres of the island are used for <br />commercial farming, of which 305 acres are irrigated. <br />Parking: There are small parking lots in the warehouse area, housing <br />area, and near the communications facility. The remaining parking is <br />curbside. <br />Railroad: There are several miles of unused substandard railroad tracks <br />on the Island as well as a rail yard and a number of tracks that have been <br />rehabilitated and are currently in use. <br />Reasons for Redevelopment <br />Redevelopment of the Project Area is necessary to mitigate the economic <br />and social degradation faced by Stockton due to the closure of the Rough <br />ROSENOW SPEVACEK GROUP, INC.
