Unsafe and Unhealthy Buildings <br />Background <br />The Project Area consists of 143 structures. Most of the facilities were <br />originally constructed between mid-to late 1940s to store and transit war <br />materials and equipment for the war efforts against Japan. These buildings <br />are over 60 years old and in most cases suffer from deterioration and <br />dilapidation. Renovation of older and substandard buildings requires <br />substantial capital. The lack of opportunities to reuse the facilities, and <br />limited resources of the Port are disincentives to renovation, redevelopment, <br />and reuse. <br />A structure or facility is categorized as unsafe and unhealthy if it exhibits one <br />of the following conditions: deterioration and dilapidation, defective design, <br />and hazardous contamination. Severe deterioration, dilapidation, and <br />defective design can result in unsafe and unhealthy conditions that could <br />cause bodily harm to those near or within a structure. For example, if the <br />exterior surfaces of a structure are not properly maintained, this could expose <br />the interior framing and foundation to the elements weakening the structural <br />integrity of the building. Weak structural integrity of the buildings jeopardizes <br />the health and safety of the people living or working in the building. Defective <br />Design resulting from lack of adequate space for vehicular movement and <br />loading and unloading creates unsafe conditions for pedestrians and drivers. <br />For example, limited space between the warehouses forces the truck drivers <br />to maneuver through narrow spaces and shoulder of the road creating a <br />higher occurrences of traffic accidents. Hazardous contamination causes <br />buildings and properties to be unsafe or unhealthy for persons to live or work <br />due to health hazards associated with hazardous materials. <br />Approximately 96 (67%) of the 143 structures had one or more of these <br />conditions, of which defective design was the most common condition.
