Properties served by inadequate infrastructure (Health and Safety Code Section <br />33492.11(a)(5)). <br />Buildings that, when built, did not conform to local building, plumbing, mechanical, <br />or electrical codes (Health and Safety Code Section 33492.11(a)(6)). <br />These conditions are so substantial and prevalent within the Project Area that they have <br />caused a lack of proper utilization of the Project Area to the extent that it constitutes a serious <br />physical and economic burden on the community. Given the complexity and magnitude of <br />problems and lack of other government resources, it is unrealistic to expect that these conditions <br />can be alleviated or reversed by private enterprise or government action, or both, without <br />redevelopment. <br />The Redevelopment Plan is designed to provide an effective set of legal and financial <br />tools and techniques that will enable the City, the Agency, and the Rough and Ready Island <br />business community to build upon the strengths of the Port area while overcoming its adverse <br />physical and economic conditions, to achieve the fundamental goals of the City of Stockton <br />General Plan. <br />The legal and financial tools and techniques authorized in this Plan shall be used in a <br />manner that will preserve and capitalize upon the resources of the Port area to the maximum <br />extent possible consistent with revitalization of the Project Area as envisioned in the General <br />Plan. <br />B. SPECIFIC GOALS AND OBJECTIVES <br />This Redevelopment Plan will be undertaken to achieve the following specific goals and <br />objectives in furtherance of the purposes of the Redevelopment Law and the General Plan: <br />Elimination and prevention of conditions of physical and economic blight and <br />deterioration in the Project Area. <br />Redevelopment of the Project Area in accordance with the General Plan, future <br />specific or area plans, this Plan, and the Development Code, as they now exist or may hereafter <br />be adopted or amended. <br />The elimination of substandard buildings and those that conflict with uses <br />proposed in the General Plan and the applicable City standards and guidelines, as they now exist <br />or may hereafter be adopted or amended. <br />Creation of a strong industrial incentive program to encourage upgrading of <br />industrial buildings and to attract new industrial uses to the area. <br />Achievement of an environment reflecting a higher level of concern for <br />architectural, landscape, urban design and land use principles appropriate for attainment of the <br />201\45\166562.4 4
