Obligations to be Imposed on Redevelopers <br />Purchasers of property from the Agency shall be required to develop such property in <br />accordance with the provisions of this Plan. The Agency shall have the right to withhold transfer <br />of title to the acquirer, user or developer of property in order to ensure fulfillment of this <br />requirement. No building, sign or structure shall be constructed upon any part of such property <br />unless architectural plans and specifications showing, among other things, the nature of such <br />construction, parking, loading, surface treatment and landscaping, the location and orientation of <br />the structure(s) on the building site and the grading plans for the building site to be built upon, <br />shall be submitted to, reviewed, and approved in writing by the Agency, or unless the Agency <br />has waived the requirements of this sentence. The Agency shall have the right to refuse to <br />approve any such plans or specifications when in the opinion of the Agency such plans or <br />specifications do not conform with the conditions and objectives of the Plan, or to the design <br />standards established by the Agency. <br />Acquirers, users or developers of property within the Project Area must commence the <br />erection of any building, prosecute diligently the work thereon and complete it within such <br />reasonable period of time as agreed upon with the Agency. <br />No acquirer, user, owner participant or developer shall resell, lease, sublease or otherwise <br />dispose of property in the Project Area until the construction approved by the Agency has been <br />completed, except with the prior written consent of the Agency. <br />Persons who are engaged in business in the Project Area shall be granted non-financial <br />preference by the Agency to re-enter in business within the Project Area after redevelopment if <br />they otherwise meet the requirements prescribed by the Plan and the Agency's adopted Owner <br />Participation Rules. <br />The acquirer, user, or owner shall be responsible for complying with all applicable State <br />and local laws, ordinances and codes, in effect from time to time. <br />Personal Property Disposition <br />For the purpose of this Plan the Agency is authorized to sell, lease, exchange, transfer, <br />assign, pledge, encumber, or otherwise dispose of personal property. <br />K. PREVENTION OF DISCRIMINATION <br />1. General <br />Property owners and developers shall comply with all State and local laws, in effect from <br />time to time prohibiting discrimination or segregation by reason of race, color, religion, creed, <br />marital status, sex, sexual orientation, national origin or ancestry, in the sale, lease or occupancy <br />of the property. <br />201 \ 45 \ 166562.4 <br /> 20
