Box 6567 <br />Beaumont, TX 77725 <br />RESCISSION OF CLEANUP AND ABATEMENT ORDER R5-2008-0707, MARTIN <br />OPERATING PARTNERSHIP AND THE PORT OF STOCKTON, SAN JOAQUIN COUNTY <br />Martin Operating Partnership and the Port of Stockton (together the Discharger) are regulated <br />under Cleanup and Abatement Order (CAO) R5-2008-0707 for impacts to groundwater and <br />surface water. Under the CAO, the Discharger was directed to complete certain tasks, and to <br />submit documentation that the tasks were completed. The Discharger submitted the required <br />documentation. <br />Based on the Central Valley Water Board staff's review and a site inspection, the Discharger <br />has satisfied the requirements of Items 2-4 (pages 6-8) of the CAO. The Central Valley Water <br />Board approves the following submittals: <br />A scaled Comprehensive Site Map; <br />A 12-month water balance; <br />An Operations and Maintenance Plan; <br />Certification that a new wall to match the existing east wall has been installed on the <br />east side of the stockpile area; <br />Certification that the leachate sumps and leachate conveyance system have passed <br />leak detection tests; <br />Verification that poles and windscreens have been installed around the entire perimeter <br />of the prill storage area; <br />Certification that stockpiles do not, and will not at any time in the future, extend above <br />the upper limits of the windscreens; <br />Documentation that the 481,000-gallon concrete AST is in continuous and <br />uninterrupted operation; and <br />Documentation that the two Hypalon storage ponds have been removed from service. <br />The Discharger has fully complied with the requirements of the CAO, and therefore the CAO is <br />hereby rescinded. <br />California Environmental Protection Agency <br />CtRecycled Paper
