INC AND THE PORT OF STOCKTON, SAN JOAQUIN COUNTY <br />Enclosed is Cleanup and Abatement Order (CAO) for the subject facility. HJ Baker & Bro. Inc <br />and the Port of Stockton (collectively referred to as Dischargers) own and operate a sulfur <br />processing plant located at Stork Road in Stockton. <br />The purpose of the CAO is to provide a mechanism to oversee the Dischargers' mitigation <br />measures at their facility. The CAO specifies certain mitigation measures to prevent sulfur <br />from impacting surface water and groundwater. <br />The Central Valley Regional Water Quality Control Board (Central Valley Water Board or <br />Board) staff has worked cooperatively with the Discharger for over six months on the CAO. In <br />this regard, staff reviewed and incorporated the Dischargers' comments dated 31 March 2008 <br />and 9 July 2008. In addition, staff has addressed the Dischargers' most recent set of <br />comments presented to Board counsel on 17 September 2008 by the Dischargers' attorneys <br />via conference call. <br />In order to conserve resources, paper copies of the referenced documents may not <br />accompany this letter.
