During my inspection, I <br />observed the recent improvements to best management practices (BMPs), but also noted a <br />limited amount of prill on two outdoor surfaces and a low pH at a retention pond. <br />The Discharger's recent improvements to its stormwater BMPs include installation of asphalt <br />pavement to the east of HJ Baker's prilling operations, a roof over a portion of Conveyor 10, <br />berms under Conveyor 10, and improved housekeeping. The new asphalt now provides a <br />uniform surface for sweeping up prill drift; the roof over Conveyor 10 limits the volume of run- <br />on/run-off; and good housekeeping mitigates the potential for storm water contact with prill. <br />Within 6 days of my inspection, the Discharger sent photographs documenting its cleanup of <br />the prill. <br />The Discharger is currently evaluating other BMPs to improve the quality of storm water run-off <br />into its retention pond. These evaluations will be completed in the summer, and the selected <br />BMPs will be implemented by the fall of 2009. The Discharger anticipates that these new <br />BMPs will further prevent prill from contacting storm water and will result in improvements to <br />the pH of the pond storm water. <br />By 1 October 2009, please send me documentation that the new BMPs for the retention pond <br />have been selected and installed.
