CENTRAL VALLE.REGIONAL WATER QUALITY rONTROL BOARD <br />INSPECTION REPORT <br />20 March 2009 <br />DISCHARGER: Metropolitan Stevedore <br />LOCATION & COUNTY: Port of Stockton, San Joaquin County <br />CONTACT(S): Tom Mogan <br />INSPECTION DATE: 5 March 2009 <br />INSPECTED BY: Mary Boyd & Stephanie Galyen, Central Valley Regional Water <br />Quality Control Board <br />ACCOIVIPANIED BY: Dave Davenport & Bob HaIlet, Metropolitan Stevedore <br />OBSERVATIONS AND COMMENTS: <br />#1 Two locations were noted where small quantities of sulfur prill could contact storm <br />water: adjacent to Dock 12 and under a discharge shoot at Conveyor 4. See <br />Photographs 1 and 2. <br />#2 The pH of storm water in the Area 1 retention basin was 4.5, as measured by <br />Panpeha test strips (manufactured by Sigma-Aldrich). <br />#3 Installation of the asphalt pavement at Area 3 has been completed. The Discharger <br />will now be able to sweep prill off of Area 3, an improvement to Best Management <br />Practices (BMPs). See Photograph 3. <br />#4 The pH of storm water discharging from a pipe and towards the Area 1 retention basin <br />was 4.5. See Photograph 4 for the location of the discharge point compared to the <br />location of the retention basin. <br />#5 A new BMP, consisting of a roof/cover, has recently been installed over Conveyor 10. <br />#6 A new BMP, consisting of a berm, has been installed beneath and around the <br />conveyor at Area 2. This will help keep prill segregated from storm water run-on and <br />is an improvement to BMPs. <br />SUMMARY: <br />Staff notes the improvements to the Discharger's BMPs, and the Discharger's proactive <br />measures to prevent prill from contacting storm water. <br />Prill housekeeping issues were noted, as described above in Observation #1. Two areas of <br />concern were noted, including storm water with a pH of 4.5 discharging towards the basin and <br />storm water within the retention basin. <br />Approved:
