CENTRAL VALLEY CIONAL WATER QUALITY a TROL BOARD <br />INSPECTION REPORT <br />2 July 2009 <br />DISCHARGER: Martin Operating Partnership and the Port of Stockton <br />LOCATION & COUNTY: 2717 W. Washington St., Stockton, San Joaquin County <br />CONTACT(S): Steven Arnett <br />INSPECTION DATE: 30 June 2009 <br />INSPECTED BY: Mary Boyd, Central Valley Regional Water Quality Control Board <br />ACCOMPANIED BY: Steven Arnett and Tom Davis, Martin Operating Partnership <br />Amer Hazboon (consultant), Miller Brooks <br />OBSERVATIONS AND COMMENTS: The purpose of the inspection was to evaluate compliance <br />with Cleanup and Abatement Order (CAO) No. R5-2008-0707. As required under the CAO, <br />features that were required to be installed or upgraded were completed: a new wall to match <br />the existing east wall has been installed; the concrete sumps have been coated to mitigate <br />corrosion; windscreens have been installed around the entire perimeter of the prill storage <br />area; a 481,000-gallon concrete above ground storage tank has been installed; the two <br />hypalon ponds have been removed from service, and the areas have been backfilled and <br />covered with asphalt; the asphalt pavement at the former "bone yard" has been installed; and <br />asphalt pavement has been installed from the south end of the storage yard to the entrance of <br />the road (W. Washington Street). <br />The facility was clean with no evidence of pull outside of the storage area. The southwestern <br />stormwater outfall was properly blocked to prevent discharge of any stormwater to the Port's <br />collection system. Non-contact stormwater is recirculated into the Discharger's prilling <br />process. The BMPs noted on the SWPPP map matched the location of the installed BMPs. <br />SUMMARY: No violations noted. <br />Approved:
