Box 982 <br />Stockton, CA 95201 <br />REVIEW OF OPERATIONS AND MAINTENANCE PLAN AND <br />CERTIFICATIONS/VERIFICATIONS, MARTIN OPERATING PARTNERSHIP, <br />SAN JOAQUIN COUNTY <br />The Central Valley Regional Water Quality Control Board (Regional Water Board) staff has <br />reviewed the Operations and Maintenance Plan and certifications/verifications received on 30 <br />June 2009 from Martin Operating Partnership (Discharger). The Discharger is regulated under <br />Cleanup and Abatement Order (CAO) No. R5-2008-0707 for a sulfur processing plant. <br />The Discharger's operations and maintenance plan included forms to document the annual <br />inspections, a log for recording leak detection test results, a log to schedule maintenance and <br />repairs on equipment that fail leak detection test, measures to prevent prill from discharging <br />outside the storage area, and measure to prevent the formation of acidic ponded surface <br />water outside the prill storage area. <br />The certification/verification included a signed statement that windscreens have been installed, <br />the sumps and basins have been coated, sumps and conveyance systems have passed leak <br />detection tests, the east wail has been repaired to match the existing height of the west wall, <br />and that prill stockpiles do not and will not exceed the height of the windscreens. <br />Based on review, staff notes that the Discharger's operations and maintenance plan satisfies <br />the requirements as ordered in Section 2.0 (page 7) of the CAO. And, the Discharger's <br />certifications/verification statements meet the requirements ordered in Sections 3.a—e of the <br />CAO (page 7). Therefore, the operations and maintenance plan and the <br />certifications/verification are complete and are approved by the Regional Water Board staff. <br />California Environmental Protection Agency <br />Recycled Paper
