Martin Operating <br />Partnership and the Port of Stockton (together "Discharger") own and operate the sulfur <br />processing plant located on West Washington Street in Stockton. On 7 July 2008, the <br />Discharger provided its comments on a draft version of the GAO. Regional Water Quality <br />Control Board staff has incorporated the Discharger's comments into the GAO. <br />The GAO provides an enforceable mechanism to oversee the Discharger's mitigation and <br />monitoring measures at its facility. The GAO specifies certain mitigation measures to prevent <br />sulfur from impacting surface water and groundwater. <br />In order to conserve resources, paper copies of the referenced documents may not <br />accompany this letter.
