BAKER & BRO. AND BAY SULFUR, SAN <br />JOAQUIN COUNTY <br />In a letter dated 12 April 2005, staff of the Central Valley Regional Water Quality Control Board <br />("Board") informed the Port of Stockton, Metropolitan Bulk Terminal, H.J. Baker & Bro., Inc. and Bay <br />Sulfur (hereafter "Discharger") that the Discharger's facilities appear to have impacted water quality. <br />The letter requested submittal of a groundwater investigation work plan by 1 June 2005. In addition, the <br />Discharger was requested to submit certain follow-up reports by 1 September 2005. In a letter dated <br />20 May 2005, the Discharger requested an extension of sixty days from the 1 June 2005 deadline and an <br />extension of 90 days from the 1 September 2005 deadline. Because of the severity of water quality <br />impacts and the need to prevent further discharges this winter, only a 45-day extension will be granted <br />for the investigation workplan; however, the 1 September 2005 deadline will be extended to <br />1 December 2005 with the exception of a requirement to prevent discharges for the winter of 2005-2006. <br />Board staff inspected these facilities on the 30 March 2005 and collected field readings for pH and <br />electrical conductivity (EC) at eleven surface water locations. Low pH readings from 2.1 to 6.8 were <br />documented, with the majority of the readings being between 2.1 and 4.0. The elevated EC readings <br />ranged from 645 Illnhos/cm to 18,000 Hmhos/cm. The low pH and high EC readings are indicative of <br />acidic conditions from sulfur; therefore surface water appears to have been impacted. <br />In addition, staff has reviewed the groundwater monitoring data collected by Metropolitan Stevedore <br />(MSC).
