Washington <br />Stockton, CA <br />IN REPLY REFER TO SITE CODE: 9227 <br />On August 15, 1991, a permit to hand auger and install monitoring wells was issued to Water Development <br />Corp. of Woodland for work at this site. <br />San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) required 48 hour <br />confirmed notice for drilling activities including hand augering. Mr. Kevin Brown was informed of this <br />requirement when he was in our office here in Stockton. Monitoring well construction started on August <br />19, 1991, and the scheduling of this activity was confirmed by Michael Infunia of our staff. The hand <br />augering started on August 15, 1991, according to Kevin Brown. Our office was not notified of this activity <br />and the grouting was not inspected by our staff. Also, the hand augered holes were refilled with the same <br />soil and not grouted with neat cement or bentonite as is required on sites where contamination is suspected. <br />Hand augering for the purpose of gathering subsurface information is a permitted activity and is subject to <br />the drilling and grouting requirements enforced by PHS/EHD. <br />We bring this to your attention in hopes of avoiding future occurrences of unauthorized drilling (including <br />hand augering) and grouting that would result in an office hearing. <br />If you have any questions, contact Michael Infurna, FtEHS, of my staff at (209)468-3454. <br />c: Water Development Corp. <br />1202 Kentucky Ave., Woodland, CA 95695 <br />A Division of San Joaquin County Health Care Services ()
