The location of the site is shown in Figure 2-1. <br />2.2 Site Description <br />The Marlowe site is located in an industrial area of Stockton, Calif. The site is bordered on the <br />north by Waterloo Road, on the east and south predominantly by open fields, and on the west by <br />open fields and California Cedar Products. (7) The site layout is shown in Figure 2-2. <br />The approximately 9-acre site contains numerous warehouse buildings and offices leased to a <br />variety of businesses. The northern portion of the site contains three empty buildings; three <br />buildings occupied by MPI Label Systems, Inc. (a manufacturing facility, an office, and a supplies <br />storage building); a furniture storage building; and an Otis Elevator office building. The central <br />portion of the site contains three empty buildings; five buildings occupied by Lambert's Dental <br />Instruments, A-1 Flooring, G&J Allen Electric Inc., Sweets Tinware, and Precision Painting; two <br />supplies storage buildings; and a used car storage building. The southern portion of the site <br />contains five buildings occupied by Boyd & Boyd, Natural Concrete Company, Pacific <br />Woodwork, Iron Works, and Pioneer Pallet; and a residence located inside a fenced area. A <br />majority of the site is paved and the entire site is surrounded by either a fence or a wall. (7) <br />An onsite domestic well, which provided drinking water to the workers and the residents on site, is <br />in the northern portion of the site. The well was taken out of service in 1993 because of HVOC <br />contamination. Investigation-derived wastes from underground storage tank (UST) remedial <br />investigation activities are stored in 55-gallon drums in the northern portion of the site. (7) <br />2.3 Operational History <br />Prior to 1966, the site was vacant land. The property was owned and developed by Ronald and <br />Mamie Grimes in 1966. The Grimes sold the property to James Hunter in approximately 1977. <br />Melvin Marlowe, the current owner, purchased the property from James Hunter in 1979 and has <br />owned it since that time. (7) <br />Since 1966, the Marlowe site has been leased by several businesses. The businesses that have <br />generated hazardous substances on site include MPI Label Systems, Inc. and Sweets Tinware. <br />MPI Label Systems, Inc., a label manufacturing facility, and Sweets Tinware, which spray-paints <br />old metal containers, generate solvent wastes potentially containing HVOCs in their processes <br />conducted on site. None of the other businesses have generated any significant quantities of <br />hazardous substances on site. At the time of the site visit, hazardous substances stored at the site <br />included two 55-gallon drums containing solvent wastes stored at the MPI Label Systems, Inc. <br />facility and approximately 15 gallons of solvent wastes stored at the Sweets Tinware facility. The <br />solvent wastes are removed from the site by a licensed hazardous water hauler every 90 days. <br />Information on historical quantities of solvent wastes generated on site is not available. (7) <br />In 1988, four USTs containing gasoline were removed from the site. Post-removal soil sampling <br />and analyses from the vicinity of the USTs indicated the presence of TPH and BTEX in onsite <br />soil. (3) Unaltered petroleum products are excluded from consideration under CERCLA Section <br />101 (14) and Section 101 (33).
