miles from the site. The Calaveras River flows into the San Joaquin Delta, approximately 7 miles <br />from the site. There are no drinking-water intakes within 15 miles downstream of the site. <br />Although there are fisheries and sensitive environments within 15 miles downstream of the site, <br />none is in the site vicinity. (16,17,18) <br />3.4 Soil Exposure and Air Pathway <br />Hazardous substances used and wastes generated on site are stored in drums on a paved area. A <br />majority of the site is covered by buildings or pavement, and the site is surrounded either by a <br />fence or a wall. No schools or daycare centers are on site. (7) <br />4.0 EMERGENCY RESPONSE CONSIDERATIONS <br />The National Contingency Plan [40 CFR 300.415 (b) (2)] authorizes the EPA to consider <br />emergency response actions at sites that pose an imminent threat to human health or the <br />environment. For the following reasons, a referral to Region IX's Emergency Response Section <br />does not appear to be necessary: <br />Hazardous substances stored on site are limited to two 55-gallon drums and <br />approximately 15 gallons of solvent wastes stored on a paved area on site. <br />The site is surrounded either by a fence or a wall. <br />5.0 SUMMARY <br />The Marlowe Property site is located in an industrial area of Stockton, San Joaquin County, Calif. <br />The approximately 9-acre site is bordered on the north by Waterloo Road, on the east and south <br />predominantly by open fields, and on the west by open fields and California Cedar Products. The <br />site contains numerous warehouse buildings and offices. A residence is located inside a fenced <br />area at the southern end of the site. A majority of the site is covered by buildings or pavement, and <br />the site is surrounded either by a fence or a wall. <br />The property was originally owned and developed by Ronald and Mamie Grimes in 1966. The <br />Grimes' sold the property to James Hunter in approximately 1977. Melvin Marlowe, the current <br />owner, purchased the property from James Hunter in 1979 and has owned it since that time. <br />Since 1966, various portions of the Marlowe Property site have been leased by several businesses. <br />Currently, various portions of the site are leased by the following businesses: MPI Label Systems, <br />Inc., Lambert's Dental Instruments, A-1 Flooring, G&J Allen Electric Inc., Sweets Tinware, <br />Precision Painting, Boyd & Boyd, Natural Concrete Co., Pacific Woodwork, Iron Works, and <br />Pioneer Pallet. <br />Since 1988, the San Joaquin County Environmental Health Division (EHD) has been actively <br />involved with activities on site related to the removal of four underground storage tanks (USTs) <br />containing gasoline. Post-removal sampling and analyses indicated the presence of petroleum <br />hydrocarbons in subsurface soil in the vicinity of the USTs. At the time of the site visit, hazardous <br />substances stored on site consisted of two 55-gallon drums containing solvent wastes stored at the <br />PA Marlowe Property-SS • 6/95 <br /> 7 Printed on 50% recycled paper.
