HEALTH AND SAFETY PLAN <br />1. INTRODUCTION <br />Brown and Caldwell (BC) has prepared this Health and Safety Plan (HASP) for use during the Phase <br />II Investigation activities to be conducted at the 2130 West Washington Street, Stockton, California <br />("the Site"). Activities conducted under BC's direction at the Site will be in compliance with <br />applicable Occupational Safety and Health Administration (OSHA) regulations, particularly those in <br />Title 29 of the Code of Federal Regulations, Part 1910.120 (29 CFR 1910.120), and other applicable <br />federal, state, and local laws, regulations, and statutes. A copy of this HASP will be kept on site <br />during scheduled field activities. <br />This HASP addresses the identified hazards associated with planned field activities at the Site. It <br />presents the minimum health and safety requirements for establishing and maintaining a safe <br />working environment during the course of work. In the event of conflicting requirements, the <br />procedures or practices that provide the highest degree of personnel protection will be implemented. <br />If scheduled activities change or if site conditions encountered during the course of the work are <br />found to differ substantially from those anticipated, the Regional Safety Manager and Project <br />Manager will be informed immediately upon discovery, and appropriate changes will be made to this <br />HASP. <br />BC's health and safety programs and procedures, including medical monitoring, respiratory <br />protection, injury and illness prevention, hazard communication, and personal protective equipment <br />(PPE), are documented in the BC Health & Safety Manual. The Health & Safety Manual is readily <br />accessible to BC employees via the BC Pipeline. These health and safety procedures are <br />incorporated herein by reference, and BC employees will adhere to the procedures specified in the <br />manual. <br />BC's HASP has been prepared specifically for this project and is intended to address health and <br />safety issues solely with respect to the activities of BC's own employees at the site. A copy of BC's <br />HASP may be provided to subcontractors in an effort to help them identify expected conditions at <br />the site and general site hazards. The subcontractor shall remain responsible for identifying and <br />evaluating hazards at the site as they pertain to their activities and for taking appropriate precautions. <br />For example, BC's HASP does not address specific hazards associated with tasks and equipment that <br />are particular to the subcontractor's scope of work and site activities (e.g., operation of a drill rig, <br />excavator, crane or other equipment). Subcontractors are not to rely on BC's HASP to identify all <br />hazards that may be present at the Site. <br />Subcontractors are responsible for developing, maintaining, and implementing their own health and <br />safety programs, policies, procedures and equipment as necessary to protect their workers, and <br />others, from their activities. Subcontractors shall operate equipment in accordance with their <br />standard operating procedures as well as manufacturer's specifications. Any project monitoring <br />activities conducted by BC at the Site shall not in any way relieve subcontractors of their critical <br />obligation to monitor their operations and employees for the determination of exposure to hazards <br />that may be present at the Site and to provide required guidance and protection.
