Louise Ave,Lathro A, (SWIS 39-CR-00-0022) <br /> The Environmental Health Department(EHD)is aware that the ownership of the facility referenced above is <br /> in the process of being transferred. The site contains a solid waste disposal site that was closed prior to <br /> regulation. Because of the pre-regulation disposal site,the owners of the site are required to notify the Local <br /> Enforcement Agency(LEA)of any transfers of ownership in accordance with Public Resources Code <br /> (PRC), Section 44005. The EHD is the LEA for San Joaquin County. The EHD has not received any <br /> formal notice of the property transfer. <br /> The EHD is also requesting any information that Pilkington North America or Reynolds and Brown may <br /> have regarding historical records kept as part of the operation of the disposal site. Historical files may <br /> contain reports, correspondence,maps,photos, analytical data, construction drawings,or other <br /> documentation regarding investigation or remediation activities at the disposal site. <br /> In addition to the historical records,the EHD is also notifying Reynolds and Brown that they are obligated <br /> on Title 27 California Code of Regulation(T27CCR),Section 21190 to submit any proposed landuse <br /> changes, other than non-irrigated open space,to the EHD for approval prior to implementing those changes. <br /> The post closure land use plan needs to detail development and future use of the property and provide <br /> procedures that will be implemented to protect public health and safety as required by Title 27 CCR. <br /> Provide notification of the property transfer, historical files and the Post Closure Landuse Plan to EHD by <br /> August 17, 2015. <br /> If you have any questions regarding this matter please contact me at(209)468-0332. <br /> Robert McClellon, Program Coordinator REHS <br /> Environmental Health Department <br /> -7181115 kV 4-c- <br />
