The complainant alleges that the facility is operating a <br />truck wash and repair shop without a permit. There is waste oil on the ground. The <br />waste water and oil from the truck wash is being dumped into the creek. <br />I called supervisors Elena Manzo (EHD) and Garrett Backus (EHD) to dicuss how <br />they would like me to approach this complaint, since it will be both a complaint <br />investigation and a hazardous waste inspection. <br />I arrived at the facility and met with Harsimran Singh, owner of Gillson Trucking <br />Inc. Harsimran told me that they do not do any truck repairs. He reported they only <br />change tires on trucks. He consented for inspection, photos, and samples. We <br />walked to the truck wash area on the north end of the parcel. Harsimran reports <br />they have only been in business since February 2020, but the truck washing <br />began in June 2020. The truck wash area was half paved and half unpaved. There <br />was an area of water erosion on the soil about one foot wide and about 6 inches <br />deep. It had water flowing through te fence and into the creek. The water had no <br />sheen, but had a white cloudy film on the surface. The creek did not appear to <br />have water in it. It had weeds and vegetation along with a few tents. <br />I also performed a routine hazardous waste inspection,. [Record ID: PR0546134] <br />I briefed Lead Senior Elena Manzo (EHD) about my findings. She advised I take <br />sample of the water and pH sample. By the time I went back, most of the water <br />evaporated due to hot weather. I managed to get a pH sample. About 15 feet from <br />fence line, the water had a 7 pH. Closer to the fence, about two feet away, the pH <br />was 5. I issued notice to abate to Harsimran Singh for him to discontinue truck <br />washing operations and waste determination for the truck wash water. <br />Bryan Toledo (City of Stockton Senior Environmental Control Officer) called me <br />from 209-993-3273.
