AS 191NL
File No. 20-1008-49.1 W k%J K L E I N F E L D E R
December 8, 1992
CONSTRUCTION SPECIFICATIONS FOR TEST PAD
HA LANE LANDFILL
SAN JOAQUIN COUNTY, CALIFORNIA
PURPOSE AND SCOPE
The primary purpose of the test pad will be to verify that the specified moisture/density and
permeability characteristics, determined in the laboratory, are achievable in the field, under
field construction conditions. A secondary purpose of the test pad will be to adjust
construction techniques and procedures under the direction of the Engineer to economically
achieve a finished and compacted barrier layer conforming to applicable State regulations.
Adjustments may include but not limited to:
• any construction methods of soil and/or clay placement
• methods of water addition
• mixing methods
• compaction methods
• type of construction equipment used
• methods of grade control
The contractor is to use the same type of equipment in the construction of the test pad as will
be used in construction of final cover including spreading, mixing and compacting equipment.
Test pad construction is to proceed under the direction of the Engineer and the observation
of the CQA Engineer and third party CQA monitor.
The test pad will consist of three adjacent strips, each composed of one of the major identified
soil types (ML, SM, or SM/SP). Field density testing for compaction control and field and
laboratory permeability testing will be conducted. Field and laboratory permeability testing
will include one sealed, double ring infiltrometer test performed on the test strip composed
of relatively clean sandy soil (SM/SP). A laboratory permeability test obtained from a block
sample from each of the three test strips will be performed. In addition, all other tests
outlined on Table 7-3 of the CQA Plan will be completed.
Copyright 1992 Kleinfelder, Inc Page 1 of 6
