Anderson and <br /> B. Williams) accompanied by J. Wickes of your agency, conducted an <br /> investigation of the Harney Lane Sanitary Landfill on December 4, <br /> 1992, pursuant to Division 30, Public Resources Code (PRC) , Section <br /> 44105 (b) and Title 14, California Code of Regulations (CCR) , <br /> Section 18083 (a) (5) . The facility was investigated for compliance <br /> with applicable sections of the PRC and CCR. <br /> During the investigation, Board staff observed the following <br /> environmental problems which require remediation: <br /> 14 CCR 17777 Final Site Face <br /> 14 CCR 17783 Gas Monitoring and Control <br /> Final Site Face <br /> Using a clinometer, Board -staff identified slopes of greater than <br /> 300 along the primary site's northwestern corner and northern face <br /> (see attached map) . A tension crack approximately 5 feet below the <br /> upper edge of the slope was observed to run from the primary site's <br /> northwestern corner along the northern face towards the maintenance <br /> building to the east for about 50 feet. Slopes exceeding 300 were <br /> also identified along the southwestern corner of the secondary site <br /> (see attached map) . In addition to being too steep, these slopes <br /> had vegetation that had been covered with uncompacted materials <br /> that had been pushed from over the top of the slope. The covered <br /> vegetation along with the uncomp cte'd overlying materials need to <br /> be removed. The slope needs to be regraded and prepared for <br /> acceptance of final cover. Pursuant to 14 CCR 17777 (x) , the final <br /> site face "shall not be steeper than a horizontal to vertical ratio <br /> of one and three quarters to one [~300] with a minimum of one <br /> fifteen-foot wide bench for every fifty feet of vertical height". <br /> Gas Monitoring and Control <br /> Using a combustible gas indicator (Gastech Landfill Monitor) , Board <br /> staff monitored Gas Monitoring Wells (GMW) 1-4 which are located <br /> Printed on Recycled Paper— <br />
