The letter <br /> states the need for a landfill gas control system because of the <br /> proximity of the farm labor camp and the high methane levels at the <br /> property boundary. <br /> Before construction of the labor camp, the County anticipated <br /> possible gas migration from the landfill and required that a <br /> venting system be installed in each labor camp structure. <br /> Therefore, a control system is already in place. The venting <br /> system beneath each structure consists of a gravel foundation, in <br /> which a horizontal perforated pipe is embedded. A vertical pipe, <br /> which extends out the roof of the structure, is connected to the <br /> perforated horizontal pipe. The gravel foundation is overlain by <br /> a 20 mil vapor barrier followed by a 2t1 sand layer and a 411 <br /> concrete slab. The gravel foundation promotes movement of any gas <br /> under the structures into the horizontal pipe and up through the <br /> vertical pipe. The 20 mil barrier and concrete prevent gas from <br /> entering the structures, other than through the vent pipe. A copy <br /> of the plan showing the gas venting system is attached for your <br /> records. In addition to the venting system, each structure is <br /> equipped with explosion-resistant electrical fixtures. <br /> The letter dated December 19, 1991, from the Local Enforcement <br /> Agency (LEA) requires gas monitoring of the perimeter landfill gas <br /> monitoring wells, on-site structures, and the farm labor camp <br />
