Box 1810 <br /> Stockton CA 95201 <br /> Subject: Landfill Gas Collection and Control System Requirements <br /> for Harney Lane Sanitary Landfill, San Joaquin County, <br /> Facility No. 39-AA-0003 <br /> Dear Mr. Horton: <br /> On September 4, 1992, the California Integrated Waste Management <br /> Board (Board) staff received a copy of a letter submitted by your <br /> office entitled "Landfill Gas Monitoring at the Harney Lane <br /> . Sanitary Landfill" dated August 3, 1992 . The letter was <br /> submitted as the workplan requested by the Board. However, the <br /> letter is not a workplan, but is a succinct description of the <br /> landfill gas control system for the farm labor camp structures <br /> adjacent to the northwest side of the subject site. The <br /> aforementioned control system is -considered to be a secondary <br /> landfill gas control system and does not prevent the offsite <br /> migration of landfill gas. The primary purpose of having a <br /> landfill gas collection and control system for the landfill is< to <br /> ensure that landfill gas does not migrate offsite in a <br /> concentration exceeding 5% by volume. <br /> A landfill gas collection and control system is required to be <br /> installed, operated, and maintained within the property <br /> boundaries, pursuant to Title 23 , California Code of Regulations, <br /> Division 7, Article 7.8, Section 17783 .15, since landfill gas <br /> (methane) concentrations have been detected periodically at <br /> greater than 5% by volume at the landfill property boundary. <br /> Furthermore, it is Board staff's opinion that a passive landfill <br /> gas collection and control system may be inappropriate for this <br /> site. Therefore, please inform the Board within two weeks, in <br /> writing, when landfill gas collection and control system designs, <br /> an installation schedule, and revisions to the closure and <br /> postclosure cost estimates are to be incorporated into the final <br /> closure and postclosure maintenance plans for the subject site. <br /> Please note that other outstanding issues regarding the review of <br /> the final closure and postclosure maintenance plans will be <br /> addressed under separate correspondence. <br /> Printed on Recycled Paper-- <br />
