A J OA U I Environmental Health Department <br /> COUNTY <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> VALLEY PACIFIC HWY99 CARDLOCK 3550 S HWY 99 , STOCKTON April 29, 2021 <br /> Other Violations <br /> 3050 1 See below Unlisted Abandonment/Illegal Disposal/Unauthorized Treatment violation ❑V ❑R ❑COS <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 104 CCR 66262.34(d)(2) No modified contingency plan. <br /> OBSERVATION: A complete modified contingency plan was not posted at the facility. <br /> REGULATION GUIDANCE: The business operator must post the following information next to telephones or in <br /> areas directly involved in the generation and accumulation of hazardous waste: the name and emergency <br /> telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and the <br /> telephone number of the fire department unless the facility has a direct alarm. <br /> CORRECTIVE ACTION: Immediately post the required information at the facility. Provide a statement to the San <br /> Joaquin County Environmental Health Department that the correction is complete. <br /> This is a repeat violation, Class II. <br /> 206 HSC 25160.2(c)(2)Waste stream or generator not eligible to use consolidated manifesting procedure. <br /> OBSERVATION: This facility is releasing the following waste for transport and disposal using the consolidated <br /> manifesting procedure: fuel contaminated water. A disposal receipt M201158, dated 3-3-20 shows that 50 gallons <br /> of`oil and water"was hauled off-site by Kern Oil Filter Recycling using the consolidated manifesting procedure. The <br /> fuel contaminated water generated by this site appears to be incorrectly identified as `oil and water". Fuel <br /> contaminated water is not eligible for the consolidated manifesting procedure. <br /> REGULATION GUIDANCE: California Health & Safety Code section 25160.2 <br /> CORRECTIVE ACTION: Immediately stop releasing the following wastes for transport and disposal using the <br /> consolidated manifesting procedure: fuel contaminated water. Start using the Uniform Hazardous Waste Manifest <br /> (UHWM) system for transport and disposal of hazardous waste not eligible for the consolidated manifesting <br /> procedure. Provide a corrective action statement to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a Class II violation. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: Spilled fuel was found on the concrete tank pad near the above ground B-20 tank. <br /> REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean the spilled fuel. Manage the waste according to Title 22 California Code <br /> of Regulations for hazardous waste.
