Wilson Way
Stockton, CA
On May 16, 2005, San Joaquin County Environmental Health Department(EHD)staff made an
inspection at the above referenced facility. At the time of the inspection EHD staff observed two
man-way graded covers over wells filled with rock. It appears these wells are used for the
disposal of storm water and/or other untreated fluids to the subsurface. Since ground water is a
source of drinking water, subsurface waste disposal is regulated under the United States Safe
Drinking Water Act.
EHD has implemented a Local Agency Groundwater Protection/Underground Injection Control
(UIC) Program in accordance with guidelines prepared by the United States Environmental
Protection Agency(USEPA). The primary focus of the program is to protect drinking water by
identification and evaluation of subsurface disposal of waste fluids that may lead to the
degradation of drinking water supplies.
The above-described wells may be shallow injection wells so your facility has been placed on the
EHD list of UIC sites. Please provide EHD with a description of the construction of these wells
and any other disposal wells at your facility and the fluids being disposed. EHD is aware that
public storm drains exist in Wilson Way. If the rock filled wells are connected to the public storm
drain, please inform us of this in writing so EHD can remove the site from our list of UIC sites.
Enclosed is an "Inventory of Injection Wells"form that is to be completed and submitted to
USEPA in San Francisco (address on page 2 of form) if your facility has on site storm water
disposal that meets the definition of an underground injection well. Please submit a copy of the
form to EHD if it is completed.
If you have any questions contact me at (209)468-3449.
Donna Heran, REHS, Director
Environmental Health Department
Margaret Lagorio, Supervising REHS
Unit IV
Enc.
