Wilson Way
Stockton, CA
On June 21, 2005, San Joaquin County Environmental Health Department (EHD) staff made an
inspection at the above referenced facility. At the time of the inspection EHD staff observed a
concrete tank by the wash bay. It appears this concrete tank is used for the disposal of storm
water and/or other untreated fluids to the subsurface. Since ground water is a source of drinking
water, subsurface waste disposal is regulated under the United States Safe Drinking Water Act.
EHD has implemented a Local Agency Groundwater Protection/Underground Injection Control
(UIC) Program in accordance with guidelines prepared by the United States Environmental
Protection Agency(USEPA). The primary focus of the program is to protect drinking water by
identification and evaluation of subsurface disposal of waste fluids that may lead to the
degradation of drinking water supplies.
The above described concrete tank may be a shallow injection well so your facility has been
placed on the EHD list of UIC sites. Please provide EHD with a description of the construction
and use of this concrete tank and the fluids being placed in it. Also, provide EHD with
information on any other disposal wells at your facility and the fluids being disposed. Under
certain conditions, sumps, septic tanks and drainfields may also be considered shallow injection
wells. Please include a description of your septic system, the fluids placed in it and the number of
people it serves per day, a description of your storm water disposal system, and any other
disposal systems for fluids being disposed on-site. Following review of the information submitted,
EHD may request modifications to wastewater disposal activities at your site.
Enclosed is an "Inventory of Injection Wells"form to be completed and submitted to USEPA in
San Francisco (address on page 2 of form). Please note that if your septic system is used for the
disposal of solely sanitary waste and serves fewer than 20 persons per day it is not subject to
being placed on inventory. Please submit a copy of the form to EHD with the information
requested above.
If you have any questions contact me at (209)468-3449.
Donna Heran, REHS, Director
Environmental Health Department
=1:ip rvising REHS
Unit IV
C: Robert Gallagher, MECOM Distributing, 4546 Wilson, Stockton
Enc.
