CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION MONITORING AND REPORTING PROGRAM NO. R5-2004-0823 CALIFORNIA WATER CODE SECTION 13267 FOR STOCKTON TERMINALS TECHNICAL COMMITTEE ARCO PRODUCTS COMPANY, TESORO PETROLEUM COMPANY, AND TIME OIL COMPANY BULK FUEL TERMINALS STOCKTON, SAN JOAQUIN COUNTY Figure 1 shows the area of the Port of Stockton where ARCO Products Company, Support Terminals Operating Partnership, LP (ST Services), Tesoro Petroleum Company, Time Oil Company, and Kinder Morgan Energy Partners through its operating partnership SFPP, L.P. (KMEP) have used or currently use for petroleum bulk storage and distribution. ARCO Products Company, Tesoro Petroleum Company, and Time Oil Company compose the Stockton Terminals Technical Committee (STTC), are jointly responsible for the investigation and cleanup of pollution on and offsite the STTC terminals, and are hereafter referred to as"Discharger." In February 2004, ST Services discontinued its membership in the STTC and began groundwater monitoring and remediation separately from the STTC. KMEP has never been a member of the STTC and is also performing its own groundwater remediation and monitoring. Operations at all facilities have resulted in petroleum hydrocarbon pollution of soil and groundwater beneath the terminals. This pollution impaired the beneficial use of this water resource. First encountered groundwater fluctuates seasonally between about two to 10 feet below ground surface. There are four identified groundwater bearing zones at the site. Local groundwater flow is to the east-southeast. This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the California Water Code and is necessary to delineate groundwater pollutant plumes and determine whether remediation efforts are effective. Existing data and information about the site show the presence of various chemicals, including total petroleum hydrocarbons (TPH) as gasoline, TPH as diesel,benzene, toluene, ethylbenzene, xylenes, methyl tertiary butyl ether(MTBE), tertiary butyl alcohol (TBA), tertiary amyl methyl ether (TAME), and di-isopropyl ether(DIPS) emanating from the property resulting from the Discharger's past operations. The Discharger shall not implement any changes to this MRP unless and until a revised MRP is issued by the Executive Officer. This MRP replaces the requirements listed in MRP No. 5-01-819,which was issued on 28 March 2001. Prior to construction of any new groundwater monitoring or extraction wells, and prior to destruction of any groundwater monitoring or extraction wells, the Discharger shall submit plans and specifications to the Regional Board for review and approval. Once installed, all new wells shall be added to the monitoring program and shall be sampled and analyzed according to the schedule below.
