The site is surrounded by <br /> agricultural land and scattered residences on all sides in addition to a mobile home park, stables and the <br /> San Joaquin River to the west. <br /> Proposed project operations consist of a use permit application for the expansion of an existing <br /> composting facility that processes urban green waste,wood and agricultural residue to include the <br /> composting of commercial food and digestate. The project includes an increase in the processed <br /> tonnage from 156,000 tons to 182,000 tons per year and an increase in the project area from 20 acres to <br /> 40 acres. The project also includes the construction of a second truck scale near the egress driveway for <br /> trucks. The existing truck scale, silo, shed, office and scale house will remain on-site. No new structures <br /> are proposed_ The parcel is located on the south side of W. Frewert Rd,6,600 feet west of Manthey <br /> Road, north of Lathrop. <br /> COMMENTS <br /> Project Description <br /> In e-mail correspondence with you, it was confirmed the project description has been modified so that the <br /> addition of digestate as a feedstock is not being considered. <br /> Solid Waste Regulatory Oversight <br /> Based on the project description,the operator will need to apply for a permit revision of their Full <br /> Compostable Materials Facility Permit_ The San Joaquin County Environmental Health Department is the <br /> Local Enforcement Agency(LEA)responsible for providing regulatory oversight of solid waste handling <br /> activities, including permitting and inspections.
