COMPASS LAND <br />G R O U P <br />March 4, 2029 (Condition of Approval No. 14 [Duration of Approval]); however, GRI is not <br />anticipated to exhaust mineral reserves at the Bellino Quarry and Hendrick Quarry (which supply <br />the M&P Facility) until 2054. <br />The M&P Facility, Bellino Quarry, and Hendrick Quarry operate under separate Quarry Excavation <br />Permits ("Permit" or "Permits") issued by the County. GRI is seeking a time extension to each <br />Permit (and associated text update to the phasing schedule of the reclamation plans) to align the <br />term of all three entitlements with the life of remaining permitted aggregate reserves ("Project"). <br />Specifically, GRI seeks the following changes to the existing entitlements: <br />1. Bellino Quarry: Amendment to Revisions of Approved Actions for Quarry Excavation <br />Application No. PA -0200370 to extend the permit term by 15 years (to December 2044). <br />Associated text change to the Bellino Quarry Reclamation Plan to update the estimated <br />reclamation phasing schedule to comport with the requested permit term. <br />2. Hendrick Quarry: Amendment to Revisions of Approved Actions for Quarry Excavation <br />Application No. PA -0400250 to extend the permit term by 25 years (to December 2054). <br />Associated text change to the Hendrick Quarry Reclamation Plan to update the estimated <br />reclamation phasing schedule to comport with the requested permit term. <br />3. M&P Facility: Amendment to Revisions of Approved Actions for Quarry Excavation <br />Application No. QX -89-2 to allow for a continuation of an accessory use for 25 years (to <br />December 2054). <br />See Attachment A, Proposed Changes to Existing Entitlements for redlined changes to the <br />existing entitlements to account for the proposed extension of time. <br />Other than the extension of time, GRI seeks no change to any element of the approved operations <br />or Permits. The Project would not modify the current productions levels, area of mining, <br />materials to be mined, or mining methods, and the overall production and processing activities <br />would be consistent with existing conditions. <br />Aggregate mining and processing sites in California are notoriously difficult to permit and require <br />significant capital investment to develop. Once a mine site is operational, it is preferential from <br />an environmental and operational standpoint that the permitted reserves be fully mined to avoid <br />the cost and environmental impact of developing alternative sources of aggregate to serve a local <br />market. As such, it is important for Company and community long-range planning that the term <br />of the mining and processing permits align with the anticipated life of the aggregate reserve. <br />Page 2 <br />
