FINDINGS FOR QUARRY EXCAVATION
PA -0200370
REED LEASING GROUP LLC / BASIC RESOURCES, INC.
1. The proposal is for the removal of regionally significant or scarce deposits of mineral resources and not
for the removal of prime farmland.
• This finding can be made because the General Plan allows for the mining of extractive
resources such as sand and gravel. Also, Development Title Section 9-854.2(c) states that
areas with an AG designation may be excavated provided the property to be excavated
contains substantial mineral deposits. The applicant has provided information indicating
that the site has substantial mineral resources. Topsoil and overburden will remain on-site
and each phase will be reclaimed as excavation proceeds.
2. The proposed reclamation of the property upon completion of the excavation will leave the property in a
condition that will allow its reuse.
• This finding can be made because the proposed reclamation plan provides for replanting the
site in walnut orchard with a sprinkler irrigation system. The reclaimed site will be relatively
level.
3. Issuance of the permit shall not be significantly detrimental to the public health, safety, or welfare, or be
injurious to the property or improvements in the vicinity.
• This finding can be made because the Initial Study prepared for this project did not find any
potentially significant environmental impacts. Also, the conditions of approval require that
the excavation be set back 25 feet from all property lines and the perimeter of the quarry
site be landscaped with a row of trees to provide a visual buffer for the quarry site from
roadways.
PA -0200370 — Findings
