FINDINGS FOR QUARRY EXCAVATION <br />PA -0200370 <br />REED LEASING GROUP LLC / BASIC RESOURCES, INC. <br />1. The proposal is for the removal of regionally significant or scarce deposits of mineral resources and not <br />for the removal of prime farmland. <br />• This finding can be made because the General Plan allows for the mining of extractive <br />resources such as sand and gravel. Also, Development Title Section 9-854.2(c) states that <br />areas with an AG designation may be excavated provided the property to be excavated <br />contains substantial mineral deposits. The applicant has provided information indicating <br />that the site has substantial mineral resources. Topsoil and overburden will remain on-site <br />and each phase will be reclaimed as excavation proceeds. <br />2. The proposed reclamation of the property upon completion of the excavation will leave the property in a <br />condition that will allow its reuse. <br />• This finding can be made because the proposed reclamation plan provides for replanting the <br />site in walnut orchard with a sprinkler irrigation system. The reclaimed site will be relatively <br />level. <br />3. Issuance of the permit shall not be significantly detrimental to the public health, safety, or welfare, or be <br />injurious to the property or improvements in the vicinity. <br />• This finding can be made because the Initial Study prepared for this project did not find any <br />potentially significant environmental impacts. Also, the conditions of approval require that <br />the excavation be set back 25 feet from all property lines and the perimeter of the quarry <br />site be landscaped with a row of trees to provide a visual buffer for the quarry site from <br />roadways. <br />PA -0200370 — Findings <br />
