CONDITIONS OF APPROVAL <br /> PA- 0400250 <br /> REED LEASING GROUP LLC / GEORGE REED , INC . <br /> Revisions of Approved Actions No . PA-0400250 was approved by the Planning Commission on July <br /> 18 , 2024 . The effective date of approval is July 18 , 2024 . This approval will expire on December 31 , <br /> 2054 , unless ( 1 ) all Conditions of Approval have been complied with , ( 2) all necessary building permits <br /> have been issued and remain in force , and (3) all necessary permits from other agencies have been <br /> E <br /> ssued and remain in force . <br /> Unless otherwise specified , all Conditions of Approval and ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits . Those Conditions <br /> followed by a Section Number have been identified as ordinance requirements pertinent to this <br /> application . Ordinance requirements cannot be modified , and other ordinance requirements may <br /> apply . <br /> 1 . COMMUNITY DEVELOPMENT DEPARTMENT ( Staff Contact : [209] 468 -3121 ) <br /> a . APPROVED USE : This approval is for a Quarry Excavation to remove approximately one million <br /> cubic yards of rock , sand , and gravel from approximately 56 acres in three phases over a period of <br /> 23 42- years as shown on the site plan dated June 10 , 2005 and the amended reclamation plan <br /> dated Mn FGh 16 , 2017 February 9 , 2024 All materials shall be processed at an existing facility ( QX- <br /> 89 - 0002 ) . The excavation process shall be completed by DeGember 31,2029 December 31 , 2052 . <br /> The site shall be fully reclaimed by December 31 203;- December 31 , 2054 . <br /> b . STOCKPILING : No stockpiled soil or material shall be placed closer than twenty-five ( 25 ) feet to a <br /> property boundary . ( Development Title Section 9 - 1415 . 3 [ b] ) <br /> c . EROSION CONTROL : Protective vegetative planting , silt screen dams , or other approved methods <br /> shall be required where necessary for the control of erosion . An erosion and sediment control plan <br /> approved by Development Services Division shall be part of the reclamation plan . ( Development Title <br /> Section 9 - 1415 . 3 [d ] ) <br /> d . PERFORMANCE STANDARDS : Standards contained in Chapter 9 - 1025 shall be met unless <br /> otherwise modified by conditions of the Quarry Excavation Permit . ( Development Title Section 9 - <br /> 1415 . 3 [e] ) <br /> e . HOURS OF OPERATION : Plant operations shall normally be carried on during the hours from 5 : 00 <br /> a . m . to 9 : 00 p . m . ( Development Title Section 9 - 1415 . 3 [f] ) <br /> f . REPLACEMENT OF TOPSOIL : The topsoil shall be set aside , and upon completion of an excavation , <br /> the topsoil shall be replaced and the site leveled in conformance with the excavation permit . <br /> ( Development Title Section 9 - 1415 . 3 [g ] ) <br /> g . WEED CONTROL : If noxious weeds are on the site , operations shall be in accordance with <br /> instructions from the Agricultural Commissioner of San Joaquin County . HEALTH CONSIDERATIONS : This quarry excavation shall : <br /> ( 1 ) Not cause health or sanitary hazards and shall not crate conditions which will cause the breeding <br /> or increase of mosquitoes , rodents , or other pests . <br /> ( 2 ) Provide hand washing facilities on or near the approved toilets .
