The proposal is for the removal of regionally significant or scarce deposits of mineral resources and not <br /> for the removal of prime farmland . <br /> • This finding can be made because the proposed project site has been identified as having <br /> significant deposits of sand and gravel by the Depav meat of Conservation ( Division of Mines <br /> and Geology ) and classified within a Magnera Resource Zone 2 ( MRZd 2 ) . Specifically , the site <br /> is being mined for sand and grave materials and will not result in the removal of lorirae <br /> farmland because the site will be reclaimed to agricultural viaabilKy . <br /> 2 . The proposed reclamation of the property upon completion of the excavation will leave the property in a <br /> condition that will allow its reuse . <br /> This finding can be made because the site has been planted in beach and almond trees and , <br /> upon find reclamation , will continue to be used for farming purposes . Moreover , reclamation <br /> proceeds concurrenetly with the excavation process . Resident hybrid erosion control seed mix <br /> will be utilized in exc (avated areas for erosion control prior to orchard planting , as proposed <br /> in the approved revised Declamation Plan dated March 16 , 2017 and re - revised on February 9 , <br /> 2024 . <br /> 3 . Issuance of the permit shall not be significantly detrimental to the public health , safety , or welfare , or be <br /> injurious to the property or improvements in the vicinity . <br /> • This finding can be made because there will be no excavation below the found water table , <br /> and potable water services are to be provided on an existing quarry site . Additionally , an Initial <br /> Study prepared for this project identified traffic and noise impacts that can be mitigated to a <br /> less than significant level . The following mitigation measures are included in the <br /> recommended Conditions of Approval : <br /> I . The applicant shall construct a 150 -foot leRT�j urn pocket for southbound Santa Fe Road at <br /> the project access point . <br /> 2 . Retain a 300 -foot setback from all property lines nearest to residential receptors for all <br /> loading and central activities related to excavation as shown on the site plan dated June <br /> 10 , 2005 , prepared by D . E . E . M . Shiningtree Environmental Services and Earth Sciences . <br /> 3 . Construct an 3 -foot- high earthen berm along the northern , northeastern , and southeastern <br /> property lines as shown on the site plan dated June 10 , 2005 , prepared by D . E . E . M . <br /> Shiningtree Environmental Services and Earth Sciences . Also , during the course of <br /> excavation , no new buildings or utility systems are proposed , and no permanent or <br /> temporary storage of equipment areas are designated . All excavated sand and gravel will <br /> be processed off the site , and the project site is not located within the sphere of influence <br /> for the City of Escalon . The project will not require the alteration of, addition to , or the <br /> need for new utility systems . <br />
