Sanfilippo,Giuseppe[CpD] <br /> From: Cardenas,Charles@Waterboards aCharles.CardenasOWaterboards.ca.gov> <br /> Sent: Tuesday,October 27,2020 1:51 PM <br /> To: Sanfilippo,Giuseppe[Cpol <br /> Cc: Getachew,Girma@Waterboards <br /> Subject: San Joaquin County Planning application PA-1800316(UP) <br /> CAUTION:This email is originated from outside at the organization.Do not Blick links or open attachments unless you recognize the <br /> sender and know the content Is safe. <br /> Giuseppe Sanfilippo, <br /> The Water Board has the following comments in regard to Applicant Number PA-1800316 <br /> The Applicant Referral 211 Re-referral sent on 5 October 2020 states the following updates made to the project <br /> description: <br /> • Maximum of 1,000 chickens. <br /> • Chickens will be kept in a fenced enclosure with an area of approximately 19,000 square feet. <br /> Within the enclosure there will be two 800 square feet metal agricultural barns for the shelter of <br /> chickens and a 100 square foot barn for the storage of manure. <br /> • Manure will be hauled off-site to an approved manure facility a minimum of once per week. <br /> Poultry General Order Coverage: <br /> Poultry Operations are subject to the Poultry General Order if they have the equivalent of 2 Animal <br /> Units(AU)worth of birds at any given time, where 1 AU equals 1,000 pounds of poultry. The Order <br /> shall not apply to facilities that operate only seasonally(less than 12 weeks in any 12 month period <br /> AND for no more than three consecutive weeks per event, such as fairs or annual farm events), or <br /> small backyard operations raising or keeping poultry for domestic use. Pasture raised poultry <br /> operations as defined in Attachment E are not required to obtain coverage under this Order_ <br /> Poultry General Order has two Tiers, Low Threat Tier and Full General Order Coverage operations. <br /> Low threat tier should meet all of the following crlteria: <br /> 1. The facility exports all manure/fitter or,if applied to Discharger's cropland,has coverage under the Irrigated <br /> Lands Regulatory Program. <br /> 2. The only wastewater generated by the facility consists of storm water;and any storm voter that may have <br /> contacted more than a de minimis amount of manure and may pose a threat to water quality,is retoined in a <br /> pond in conformance to the requirements of Pond Specifications C.I and C.10.b.1 <br /> 3. The facility houses birds inside roofed structures with features to limit rhe entrance of precipitation into the <br /> poultry house. <br /> 4. The facility either stores all waste in a roofed structure with features to limit the entrance of precipitation or, <br /> throughout the year,removes all waste within 14 days of removal from such a roofed structure.During the wet <br /> season(October through May),waste stored outside such a roofed structure must either be removed from the <br /> facility within 72 hours of being deposited outdoors or covered with a weatherproof covering,except for times <br /> when wind events rem ave the covering,Oat to exceed 24 hours per event. <br /> I <br /> Planning Commission Staff Report, PA-1800316(UP) 34 <br /> Response Letters <br />
