removal of manure from the site on a weekly basis will be a requirement of the Manure Management <br /> Plan and a requirement of the land use permit. <br /> Any changes to disposal of the manure will require a Revision of Approved Actions application to amend <br /> the condition of approval. A Revision of Approved Actions will require an additional public hearing. <br /> The animal processing facility will not result in any impacts to water quality because any waste <br /> generated by the processing of the animals will be contained on-site and will be disposed of off-site <br /> when completed. <br /> • Aesthetics: The project is located approximately 900 feet south of Delta Ave. The nearest residence is <br /> located approximately 850 feet north of the project site. To the east, the nearest residence is located <br /> approximately 1,700 feet from the project site and to the west the nearest residence is located 1,600 <br /> from the developed area of the parcel. Residences to the south are located at least 2,500 feet from the <br /> project site (see Vicinity Map, Site Plan and Vicinity Map [Attachment A]). This agricultural project, <br /> proposed on an agriculturally zoned parcel, will consist of four (4) agricultural buildings of standard <br /> height. All development will occur on an elevated pad in conformance with the flood standards. Due to <br /> the location of the proposed project and the significant distance between any project-related <br /> development and surrounding residences, the potential for aesthetic impacts is considered less than <br /> significant. <br /> Water Board <br /> The Community Development Department received a response from the Central Valley Regional Water <br /> Quality Control Board (CVRWQCB) on October 27, 2020. The CVRWQCB stated it has reviewed the <br /> revised project description and determined the project would be classified as a Full General Order Coverage <br /> Operation under the Poultry General Order(Order R5-2016-0087-01).As a result,the applicant must submit <br /> several reports to the CVRWQCB including a Waste Management Plan for Full Coverage Operations, Farm <br /> Evaluation Form prior to issuance of any building permits. The applicant will also be required to submit <br /> annual reports to the CVRWQCB. <br /> Williamson Act Principles of Compatibility <br /> The proposed project site is currently under Williamson Act contract No. WA-71-C1-264. The contract <br /> restricts development to uses that are compatible with the Williamson Act and Development Title Section <br /> 9-1805. "Compatible use" as defined in the Williamson Act includes uses determined by the County to be <br /> compatible with the agricultural, recreational, or open-space use of land within the preserve and subject to <br /> contract.
