Revised Initial Study/Negative Declaration for Use Permit No.PA-1800316 of <br /> Ahmed Hussein(clo Shack&Company) <br /> Dear Mr.Sanfilippo: <br /> On behalf of Pescadero Reclamation District 2058(District),I am submitting these <br /> comments on the revised initial Study/Negative Declaration(IS/ND)dated July 2,2020 <br /> (Revised IS/ND)prepared for proposed Use Permit No.PA-1800316 of Ahmed Hussein <br /> (c/o Schack&Company)for a slaughterhouse and chicken farm,to include a 4,000-square- <br /> foot agricultural building and a 6,000-foot chicken enclosure with two(2)800-square-foot <br /> metal agricultural barns for the storage of manure(Project). <br /> As noted in the District's February 21,2020 comments(attached as Exhibit A)on the <br /> previous Initial Study/Mitigated Negative Declaration for this Project dated December 27, <br /> 2019(IS/MND),the District is a special district formed and existing pursuant to Division 15 <br /> of the California Water Code,section 50000 et seq. Jt is located in the southern portion of the <br /> Sacramento-San Joaquin Delta on the westerly and southerly side of Paradise Cut. The <br /> District provides reclamation(drainage and flood control)and irrigation services to the lands <br /> lying within its boundaries. The District is responsible for the operation and maintenance of <br /> nearly nine(9)miles of levees,which protect approximately 8,000 acres of agricultural, <br /> residential,commercial,and industrial land in San Joaquin County near the city of Tracy. <br /> The District holds pre-1914 appropriative and riparian water rights to divert water from Tom <br /> Paine Slough for irrigation. <br /> The District has reviewed the Revised IS/ND and appreciates that the Project has been <br /> revised in several ways that respond to some of the primary concerns identified in the <br /> District's previous comments.1 In particular,the reduction of the number of chickens <br /> t The District focuses its comments herein on areas of concern that directly relate to its facilities and operations. <br /> The District notes however,that the Revised IS/ND remains inadequate in a number of areas for which the <br /> Planning Commission Staff Report, PA-1800316(UP) 80 <br /> Response Letters <br />
