OBSERVATION: The hazardous materials inventory has not been annually certified/submitted as a part of the business. The hazardous materials inventory has not been annually certified/submitted since 9/24/2019. REGULATION GUIDANCE: Per H&SC 25508.2, the business owner/operator shall annually review and certify that the business plan is complete, accurate, up-to-date and in compliance with Section 11022 of Title 42 of the United States Code. An annual electronic submittal satisfies these requirements. The annual business plan shall be submitted/certified by January 15 of each calendar year and may be submitted beginning November 1 of the previous year. CORRECTIVE ACTION: Immediately log into the CERS at http://cers.calepa.ca.gov/, review and submit/certify the current information. OBSERVATION: one 55 gallon drum of citrisurf 2250 was found on site that has not been reported to CERS. REGULATION GUIDANCE: Any material that meets or exceeds the reportable quantity shall be reported in the facility's business plan. CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, add the materials to the hazardous material inventory, and submit to the EHD for approval. OBSERVATION: The Hazardous Materials Inventory forms for iron phosphate cleaner, acetylene, powder coat, argon mixture, carbon dioxide, diesel, acetone, oxygen, and propane were not complete. The obsolete federal hazard categories have not been updated. REGULATION GUIDANCE: The Hazardous materials inventory information must be current and submitted as part of the business plan. CORRECTIVE ACTIONS: Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval.
