Open violations from (November 04, 2019 inspection Violation #1113 - Failed to keep copies of consolidated manifesting receipts for three years. OBSERVATION : The following consolidated manifest receipts were not found on site during the inspection: "On 4/21 /2017, 20 gallons of parts washer waste was picked up ( uniform manifest 005947236SKS) -On 7/18/20181 380 gallons of used oil was picked up (uniform manifest 011837072FLE) . REGULATION GUIDANCE : The generator shall retain each consolidated manifest receipt for at least three years. This period of retention is extended automatically during the course of any unresolved enforcement action regarding the regulated activity or as requested by the department or a certified unified program agency. CORRECTIVE ACTION , Immediately locate a copy of all consolidated manifest receipts from 11 /4/2016-11 /4/2019 and maintain them on site. In the back shop: -Four 5 gallon buckets containing used oil and oily debris were missing lids . -One 5 gallon bucket containing used oil was missing a lid . REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and storage, except when it is necessary to add or remove waste, CORRECTIVE ACTION: Immediately close these containers and Ensure all hazardous waste containers are closed when not adding or removing waste. Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department within 30 days.
