The
City of Stockton has designated this entire area for commercial and residential
development. Prior to commencing work, a complete risk assessment is required
and DTSC is the lead agency exercising regulatory oversight. Geo-Phase
Environmental Inc. is the consultant for the owners of the subject site.
Environmental Conditions
The area has been in industrial use since the early 20th Century. In the past, the
area has been the target of remedial investigations of three LUST sites, and a
chromium release. Your agency was the lead on LUST investigations and the
RWQCB was the lead on the chromium release. All of these investigations have
been officially closed. A portion of the site is owned by McCormick and Baxter,
and is subject to mitigation measures under the direction of U.S. EPA. This area
has been impacted by contact with treated wood. The primary effect has been
arsenic contamination of the shallow soil resulting from former use of two parcels
to store treated wood. Excluding these two parcels, there is no current regulatory
interest in the site except as it pertains this current investigation.
Site Status
The site has been entered into the DTSC's VCP (Voluntary Cleanup) program. In
conjunction with the City of Stockton and DTSC, we have selected and number of
shallow soil sampling points and soil GeoProbe boring sites. The proposed work
is described in detail in the attached sampling plan. The DTSC has not yet
approved the final draft of the sampling plan, but it has authorized us to
schedule the work (see attached letter).
2937 Veneman Ave.,#13240 Geo-Phase Environmental Inc.
