INTRODUCTION <br /> The Environmental Protection Agency (EPA) has received an <br /> application to operate a Class V Underground Injection Con- <br /> trol (UIC) well from Victor Fine Foods of Lodi, California <br /> and to terminate an existing Class I permit at the same <br /> location. In accordance with the regulations set forth in <br /> 40 CFR 124 , EPA prepared a draft permit for the proposed ac- <br /> tivity. Notice of this draft permit and a request for <br /> public comment were published in the Lodi News-Sentinel on <br /> July 8th and 9th, 1990. The public comment period extended <br /> from July 8, 1990 to August 7, 1990. <br /> Written comments have been received from nine parties. EPA <br /> personnel also answered several telephone inquiries from in- <br /> terested citizens and local news media. Although some writ- <br /> ten comments did not arrive until after the close of the <br /> formal comment period, all comments received were considered <br /> by the agency in making its decision. In view of the sub- <br /> stance and small number of comments, EPA chose to forgo the <br /> public hearing. <br /> The Agency will issue a final permit to Victor Fine Foods on <br /> September 5 , 1990. In accordance with the requirements of <br /> 40 CFR 124 . 17 , the Agency has prepared this document to <br /> respond to written comments received during the public com- <br /> ment period. <br />
