INTRODUCTION
The Environmental Protection Agency (EPA) has received an
application to operate a Class V Underground Injection Con-
trol (UIC) well from Victor Fine Foods of Lodi, California
and to terminate an existing Class I permit at the same
location. In accordance with the regulations set forth in
40 CFR 124 , EPA prepared a draft permit for the proposed ac-
tivity. Notice of this draft permit and a request for
public comment were published in the Lodi News-Sentinel on
July 8th and 9th, 1990. The public comment period extended
from July 8, 1990 to August 7, 1990.
Written comments have been received from nine parties. EPA
personnel also answered several telephone inquiries from in-
terested citizens and local news media. Although some writ-
ten comments did not arrive until after the close of the
formal comment period, all comments received were considered
by the agency in making its decision. In view of the sub-
stance and small number of comments, EPA chose to forgo the
public hearing.
The Agency will issue a final permit to Victor Fine Foods on
September 5 , 1990. In accordance with the requirements of
40 CFR 124 . 17 , the Agency has prepared this document to
respond to written comments received during the public com-
ment period.
