WASTE DISCHARGE REQUIREMENTS -g- GOLDEN GATE FRESH FOODS, INC. VICTOR FINE FOODS TREATMENT PLANT AND CLASS II SURFACE IMPOUNDMENT SAN JOAQUIN COUNTY 2. The Discharger shall maintain and operate the pretreatment facilities in a manner consistent with the UIC permit limitations and in such a way that minimum design removal rates are realized on a consistent basis. 3. The Discharger shall construct, maintain, and operate the injection well in full compliance with the UIC permit. 4. Wastes shall only be discharged into, and shall be confined to, the treatment facilities specifically designed for their containment and/or treatment, as stated in Finding(s) 5, 7, and 8 of this Order, and shown on Attachment "B" 5. The discharge of liquid waste to the EESB is limited to leachate from the LCRS, decant from the sludge drying beds, and production wastewater. 6. Wastes shall not be discharged below +44.3 feet, MSL except as permitted by the EPA UIC permit for the injection well . 7. The Discharger shall take the following actions in response to leachate generation in the LCRS: Action Leakage Rate ALR - If leachate generation in the LCRS exceeds 300 gpd for 30 consecutive days or 9,000 gallons over a 30 day period the Discharger shall immediately take steps to locate leak(s) in the liner system and notify the Board. Leak detection work may be done without ceasing discharge or draining the pond, if possible. Repair Leakage Rate RLR - If leachate generation in the LCRS exceeds 1 ,000 gpd the Discharger shall immediately cease the discharge of waste, including leachate, to the EESB and notify the Board. The notification shall include a time table for remedial action to repair the upper 1 iner of the EESB or action necessary to reduce leachate production. 8. In the event that the EESB has been shut down for repairs, the remainder of the pretreatment plant may be operated only if discharge limitations are met and the effluent is injected in full compliance with the UIC permit. Failure of the pretreatment plant to treat unequalized flows to within discharge limitations will necessitate the Discharger ceasing all wastewater discharges until appropriate repairs are made. 9. Water used for facility maintenance shall be limited to the minimum amount necessary for dust control .
