WASTE DISCHARGE REQUIREMENTS -g- <br /> GOLDEN GATE FRESH FOODS, INC. <br /> VICTOR FINE FOODS <br /> TREATMENT PLANT AND <br /> CLASS II SURFACE IMPOUNDMENT <br /> SAN JOAQUIN COUNTY <br /> 2. The Discharger shall maintain and operate the pretreatment facilities <br /> in a manner consistent with the UIC permit limitations and in such a <br /> way that minimum design removal rates are realized on a consistent <br /> basis. <br /> 3. The Discharger shall construct, maintain, and operate the injection well <br /> in full compliance with the UIC permit. <br /> 4. Wastes shall only be discharged into, and shall be confined to, the <br /> treatment facilities specifically designed for their containment and/or <br /> treatment, as stated in Finding(s) 5, 7, and 8 of this Order, and shown <br /> on Attachment "B" <br /> 5. The discharge of liquid waste to the EESB is limited to leachate from <br /> the LCRS, decant from the sludge drying beds, and production wastewater. <br /> 6. Wastes shall not be discharged below +44.3 feet, MSL except as permitted <br /> by the EPA UIC permit for the injection well . <br /> 7. The Discharger shall take the following actions in response to leachate <br /> generation in the LCRS: <br /> Action Leakage Rate ALR - If leachate generation in the LCRS exceeds <br /> 300 gpd for 30 consecutive days or 9,000 gallons over a 30 day period <br /> the Discharger shall immediately take steps to locate leak(s) in the <br /> liner system and notify the Board. Leak detection work may be done <br /> without ceasing discharge or draining the pond, if possible. <br /> Repair Leakage Rate RLR - If leachate generation in the LCRS exceeds <br /> 1 ,000 gpd the Discharger shall immediately cease the discharge of waste, <br /> including leachate, to the EESB and notify the Board. The notification <br /> shall include a time table for remedial action to repair the upper 1 iner <br /> of the EESB or action necessary to reduce leachate production. <br /> 8. In the event that the EESB has been shut down for repairs, the remainder <br /> of the pretreatment plant may be operated only if discharge limitations <br /> are met and the effluent is injected in full compliance with the UIC <br /> permit. Failure of the pretreatment plant to treat unequalized flows <br /> to within discharge limitations will necessitate the Discharger ceasing <br /> all wastewater discharges until appropriate repairs are made. <br /> 9. Water used for facility maintenance shall be limited to the minimum <br /> amount necessary for dust control . <br />
