The well identified as Deep Injection Well #1 is proposed <br /> to be used to inject pretreated process wastewater and ex- <br /> tracted groundwater into the Domengine Formation. <br /> e. Special Conditions <br /> The Code of Federal Regulations (CFR) requires that a per- <br /> mit for a Class I well be effective for a fixed term not to <br /> exceed ten years from the effective date of the permit. <br /> This permit will be effective for a 10-year period should <br /> the permit be issued as drafted (40 CFR §144 . 36) . The per- <br /> mittee will be authorized to inject for a 10-year period <br /> beginning on the effective date of this permit. <br /> The draft permit contains a condition which states that EPA <br /> may, for cause, modify, revoke and reissue, or terminate <br /> the permit in accordance with any applicable amendments to <br /> the Safe Drinking Water Act (SDWA) . <br /> Additionally, the draft permit requires the permittee to <br /> conduct mechanical integrity testing .prior to commencing <br /> injection and annually thereafter to demonstrate that un- <br /> derground sources of drinking water (USDWs) are being <br /> protected. <br /> This draft permit is for the drilling and construction of a <br /> new well. Therefore, much of the data specific to the <br /> proposed well site does not yet exist. The draft permit <br /> requires the permittee to conduct extensive testing of the <br /> injection zone, the confining zone, and other formations <br /> encountered during the drilling of the well. This informa- <br /> tion will then be sent to the EPA for review prior to the <br /> applicant receiving authorization for initial operation of <br /> the well. <br /> f. Hydrogeology of Injection and Confining Zones <br /> EPA staff evaluated the subsurface geology of the proposed <br /> injection area by analyzing seismic data, well logs, well <br /> history reports, published maps, cross sections and <br /> reports. <br /> The proposed injection site is a part of the Great Valley, <br /> also referred to as the Central Valley. The northern part <br /> of the Great Valley is known as the Sacramento Valley. The <br /> site is located in the southern Sacramento Valley. The <br /> principal structures in the southern Sacramento Valley are <br /> the Midland Fault, the Stockton Fault, and the Thornton <br /> Arch or Anticline. <br /> The proposed injection zone is the Domengine Formation of <br /> Middle Eocene age. The estimated minimum thickness of the <br /> Domengine Formation at the proposed site is 350 feet. <br /> 3 <br />
