A final decision to issue, modify, or deny the permit will <br /> be made after all comments have been considered. Notice of the <br /> final decision will be sent to each person who has sent or <br /> delivered written comments or who requested notice of the final <br /> permit decision. If issued, the permit will become effective 30 <br /> days from the date of issuance unless: <br /> 1. a later effective date is specified in the permit; <br /> 2 . an administrative review is requested under 40 CFR <br /> §124 . 19 or; <br /> 3 . there are no comments requesting a change to the draft <br /> permit, in which case the final decision may become ef- <br /> fective immediately upon issuance. <br /> All persons are advised that they must raise all reasonably <br /> ascertainable issues and submit all reasonably available argu- <br /> ments and factual grounds supporting their position by the close <br /> of the comment period, pursuant to 40 CFR §124 . 13 .
