Box 147 <br /> Lodi , CA 95241 <br /> NPDES EXTENSION REQUEST, VICTOR FINE FOODS, SAN JOAQUIN COUNTY <br /> We have reviewed your letter submitted by Nolte and Associates on 7 June 1990, <br /> requesting extension of NPDES Order No. 90-065 through 1 November 1990. The <br /> permit expires 1 July 1990. The extension is requested to allow continued <br /> discharge to the San Joaquin River from the polluted ground water extraction <br /> network. <br /> You have informed our office that instrumentation for the deep aquifer injection <br /> well has arrived, and the well will be operational by 15 July 1990, or sooner. <br /> EPA has indicated that injection while Class V permit is processed would be <br /> consistent with its regulations. <br /> Injection in compliance with all terms and conditions of the more stringent Class <br /> I permit limitations, adopted 12 March 1990, until EPA issues the Class V permit <br /> would not be a violation of waste discharge requirements. We understand you will <br /> not be able to meet the requirement of a 10,000 mg/l TDS in the injection zone, <br /> which has been characterized as a 9,000 mg/l TDS zone. For this reason you have <br /> requested EPA to convert your Class I permit to a Class V permit. According to <br /> EPA, the Draft Class V permit for your injection well dated 2 July 1990 will soon <br /> be send out for public review. <br /> We aaree with volar assessment that around water extraction should not be <br /> interrupted.
