If there is sufficient public interest, a public hearing <br /> will be held on Friday August 10, 1990, at the Lodi Motor Inn, <br /> 1140 South Cherokee Lane, Lodi, California. Requests to present <br /> oral testimony should be received by the closing date listed <br /> above. If significant public interest in holding the hearing is <br /> not expressed by that date, EPA intends to forgo the hearing. <br /> Those who requested a hearing will be notified in writing or by <br /> telephone. <br /> Requests for a public hearing should include the following <br /> information: <br /> 1) the name, address, and telephone number of the in- <br /> dividual , organization, or other entity requesting a <br /> hearing; <br /> 2) a brief statement of the requesting person's interest in <br /> the proposed action and of information that the request- <br /> ing person intends to submit at such hearing; and <br /> 3) the signature of the individual making the request, or if <br /> the request is made on behalf of an organization or other <br /> entity, the signature of a responsible official of the <br /> organization or other entity. <br /> Comments or requests for a public hearing must be mailed to <br /> the address below. <br /> Environmental Protection Agency <br /> 1235 Mission Street <br /> San Francisco, CA 94103 <br /> Attn: Ed Wyatt (W-6-2) <br /> A final decision to issue, modify, or deny the permit will <br /> be made after all comments have been considered. Notice of the <br /> final decision will be sent to each person who has sent or <br /> delivered written comments or who requested notice of the final <br /> permit decision. If issued, the permit will become effective 30 <br /> days from the date of issuance unless: <br /> 1. a later effective date is specified in the permit; <br /> 2 . an administrative review is requested under 40 CFR <br /> §124 . 19 or; <br /> 3 . there are no comments requesting a change to the draft <br /> permit, in which case the final decision may become ef- <br /> fective immediately upon issuance. <br /> All persons are advised that they must raise all reasonably <br /> ascertainable issues and submit all reasonably available argu- <br /> ments and factual grounds supporting their position by the close <br /> of the comment period, pursuant to 40 CFR §124 . 13 . In any review <br /> of the final permit decision, no issues may be raised that were <br /> not submitted to the administrative record unless good cause is <br /> shown for the failure to do so, pursuant to 40 CFR §124 . 76. <br />
