Scott Mansholt <br /> Chevron Environmental Management Company <br /> 6111 Bollinger Canyon Road <br /> Rm 3432 <br /> San Ramon, CA 94583 <br /> REVIEW — WELL DESTRUCTION AND SOIL AND GROUNDWATER INVESTIGATION <br /> REPORT, US CAN-WELTY ROAD, VERNALIS, SAN JOAQUIN COUNTY <br /> Chevron Environmental Management Company (Chevron) submitted the referenced Well <br /> Destruction and Soil and Groundwater Investigation Report (Report) dated 24 September <br /> 2009, for the US Can-Welty Road site (Site) in Vernalis. The Report was prepared for <br /> Chevron by Science Applications International Corporation (SAIC) and submitted to Central <br /> Valley Regional Water Quality Control Board (Central Valley Water Board) staff for review. <br /> The historical Old Valley Pipeline (OVP) and Tidewater Associated Oil Company (TAOC) <br /> pipelines, formerly owned/operated by Chevron predecessors, are located along the northeast <br /> side of the Site. The historical pipelines transported heated crude oil from Bakersfield to <br /> Richmond refineries from the early 1900's to the 1970's. California State Highway 33 and the <br /> Union Pacific Railroad (UPRR) easements adjoin the northeast side of the approximate <br /> alignment of the historical OVP and TAOC pipelines. Kinder Morgan Energy Partners, LP <br /> (KM) operates an active pipeline which transports gasoline, jet fuel, and diesel fuel, operates <br /> within the UPRR right-of-way easement. Crude oil leaks attributed to the historical OVP <br /> and/or TAOC pipelines have been documented at the Site by soil and groundwater <br /> investigations conducted by Chevron beginning in approximately 1997. The previous Site <br /> tenant moved in April 2009 and the property is currently vacant. Previously, the Site was <br /> occupied by Hunter Container and before that, US Can Company. Hunter Container still owns <br /> the property. <br /> In October 2007, a monitoring well destruction and a soil and groundwater investigation <br /> workplan was approved by the Central Valley Water Board staff. During August 2008, SAIC <br /> completed the investigation to evaluate the extent of affected soil and groundwater, and. <br /> groundwater monitoring wells (MW) - 4 and 5 were destroyed. SAIC determined that <br /> additional borings for delineation purposes were needed. An amended workplan was <br /> approved by Central Valley Water Board staff on 21 November 2008. <br /> Subsequent to Central Valley Water Board staff amended workplan approval, SAIC conducted <br /> an additional investigation in August and November 2008, and March 2009. The purpose was <br /> to define the lateral and vertical extent of crude oil affected soil and/or groundwater on the <br /> California Environmental Protection Agency <br /> ,Recycled Paper <br />
