Box 6012 pewf� <br /> San Ramon, CA 94583 <br /> REVIEW — SOIL AND GROUNDWATER INVESTIGATION AND MONITORING WELL <br /> DESTRUCTION REPORT, US CAN - WELTY ROAD, VERNALIS, SAN JOAQUIN COUNTY <br /> Chevron Environmental Management Company (Chevron) submitted the Monitoring Well <br /> Destruction and Soil and Groundwater Investigation Report (Report) dated 28 December <br /> 2010, for the US Can-Welty Road site (Site) in Vernalis. The Report was prepared by Science <br /> Applications International Corporation-Benham Corporation, LLC (SAIC) and submitted to <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff for <br /> review. The Site is northwest of the intersection of Welty Road and State Highway 33, in the <br /> unincorporated community of Vernalis, southern San Joaquin County. <br /> Central Valley Water Board staff reviewed the Report and related Site investigation reports <br /> conducted by SAIC and others from 1995 to 2010. Earlier investigations determined that <br /> petroleum hydrocarbon impacts were attributable to crude oil leaks from the historical Old <br /> Valley Pipeline (OVP) and/or Tidewater Associated Oil Company (TAOC) pipelines. The <br /> pipelines, owned/operated by Chevron predecessors, transported heated crude oil from <br /> Bakersfield to Richmond refineries from the early 1900's to the 1970's. California State <br /> Highway 33 and the Union Pacific Railroad (UPRR) easements adjoin the northeast side of <br /> the approximate alignment of the historical pipelines. The pipelines were removed from <br /> service in the early 1970's. Kinder Morgan Energy Partners, LP (KM) operates an active <br /> pipeline which transports gasoline, jet fuel, and diesel fuel, within the UPRR right-of-way <br /> easement. <br /> The most recent Site tenant moved in April 2009 and the property is currently vacant. <br /> Previously, the Site was occupied by Hunter Container and before that, US Can Company. <br /> Hunter Container still owns the property. <br /> Based on a September 2009 investigation, it was determined that additional soil and <br /> groundwater characterization were needed downgradient (west-northwest) to better define the <br /> lateral extent of crude oil impacts. The current investigation was to evaluate the extent of <br /> crude oil affected soil to the south and north of the Site, and the extent of affected <br /> groundwater up- and downgradient.
