4.0 ASSUMPTIONS AND LIMITATIONS <br />EarthCon conducted a previous Site visit on June 20, 2016 and a follow-up updated assessment on <br />July 10, 2018. During the Site assessment the following locations were not accessible/inspected: <br />• Bottoms of the tanks <br />• Surface of the containment structure beneath the tanks <br />EarthCon assumes the following: <br />Areas that were not available for inspection are constructed of similar materials and are <br />believed to be in similar condition to the adjacent materials that were inspected. However, <br />industry history indicates that the moisture present at the bottom of the tanks has the <br />potential to lead to more rapid deterioration than in other areas.
